Last year they made it so that when you reach level 10 you unlock the Raptor mount (provided you purchased an expansion). But you still need to be level 80 and own Path of Fire to be able to unlock the masteries. The other mounts aren't automatically unlocked. You'll get to them once you start the PoF story.
This is because the story is often tied with open world content, especially heart quests, so if you complete the map first, you'll likely have to complete or at least partially complete a bunch of the heart quests (and sometimes even events) again for the story. As for leveling up, this is GW2.
